□ Research Background and Purpose

   ○ 「Defense Planning Guidance (DPG)」 published to strengthen the linkages among 

       planning-programming-budget phases and its control tower functions

   ○ Positive aspects of ROK’s DPG co-exist with skeptical outlooks regarding the need for

       such a document and its effectiveness

       - Excessive overlaps with higher-level planning documents[National Defense Policy(NPD)

         and Joint Military Strategy(JMS)]

       - Existing directives·consultative groups·verbal orders are enough for rational military force

         building and financial resource allocation

       - Deficiencies in the Ministry of National Defense’s foundational systems limit top-down approach

         to military force building and financial resource allocation

   ○ Thus, a diagnosis of the DPG and development plans to increase effectiveness are required


□ Results of Diagnosing ROK’s DPG

   ○  DPG is required to provide defense policy (direction of military force building, financial resource

        allocation, etc.) in a timely manner (78.5% of survey participants)

       - NDP and JMS are published every 5 years and limited in providing useful guidance


□ Direction of Short Term Development

   ○ Need to continue publishing the DPG

       - Provide timely guidance regarding changes to defense policy, military strategy,

         force improvement requirements, financial resource allocation

   ○ Contents of DPG should provide concise and clear instructions on key agenda

       - Minimize overlap with other planning documents, content should focus on military strategy

         objectives·direction of force building centered around force improvement budget, allocation of resources

       - Defense Planning Scenario (DPS) should be developed for mission-centered

         financial resource allocation for each type of threat

   ○ DPG publication timing : May of year F-2 (Increase influence of DPG), or September of year

       (rapid response to changing security environment·policy)


□ Direction of Medium and Long term Development

   ○ Defense Fiscal Guidance (DFG) should be newly established to provide each service branch

       : provide maximum financial limits on budget and medium term programming

   ○ Integrate medium term programming and budget to draft medium term programming(F+1~F+5)

   ○ Create organization of Director of financial strategy(which drafts medium term programming) within MND

       : need for balanced allocation of defense resources(financial resource) to maximize military force

       - Unit structure (personnel cost), force structure (force improvement cost), combat readiness posture

         (force operations cost) require a balanced allocation of financial resources


□ Policy Recommendation

   ○ Mission-oriented financial resource allocation should be developed in order to rationally allocate

       defense financial resources

   ○ Need to employ additional civilian workers in order to diagnose and evaluate current capabilities of

       the JCS and optimize force improvement requirements
