It is highly uncertain how quickly the Syrian transitional government can be stabilized and whether it could establish lasting trust with Western countries including the U.S. amidst volatile situations in the Middle East. At times like this, we need to monitor emerging developments and its potential impact mitigate risks. In particular, a broad government effort that comprises defense, foreign affairs, and intelligence agencies is required. To this end, first, a comprehensive response plan must be crafted, including participation in the investigation and verification of Syria’s chemical weapons program based on intelligence analysis and assessment - not only chemical weapons in Syria but also alleged connection between North Korea and the al-Assad regime. In the short term, It is desired to establish a strategy to cope with situations in Syria effectively, while preparing relevant policies systematically to eliminate North Korea’s WMD programs in the mid-to-long term. This will require detailed plans for organization of a specialized team, the selection and dispatch of expert personnel, and the establishment of a cooperative system with the OPCW.
