<Background and Purpose>

To facilitate the procurement of good-quality force support system by improving quality assurance program

   ◎ Despite the importance of force  support system as a key factor to maintaining combat readiness as well as the well-being and favorable working environment for military personnel, there has been continued reporting of defect cases - the provision of unqualified force support system.

   ◎ Since July 1, 2022, Procurement Quality Management Office of Public Procurement Service(PPS) has replaced the Force Support system Research Center in Korea Research Institute for Defense Technology Planning and Advancement(KRIT Research Center) as an organization responsible for the quality assurance of general military supplies procured by the government.

   ◎ Against this backdrop, this study aims to review the current status of military quality assurance program and make suggestions to improve its stability as well as efficiency, contributing to the establishment of procurement environment where competitive force support system can be delivered. 

<Research Results>  

The direction of improvement for the quality assurance program  as a way to deliver good-quality force support system

   ◎ To establish the quality assurance governance centered on the leadership of DAPA

       - Standardize the quality assurance program to enhance consistency, and expand the scope of statistical data to include unit procurement items.

       - Reinforce cooperation among relevant organizations and develop the performance management system.

   ◎ To strengthen specialty-based quality assurance program

       -  Select the quality assurance agency based on the importance and impact of each item, and reflect the voice of the requirement force in deciding the type of quality assurance for government procured items.

       - Consider the participation of external agencies as well as the introduction of a more flexible inspection process for certain unit procurement items.

   ◎ Increase task continuity by employing more military civilians for the inspection, and provide enhanced education&training program for relevant personnel.

   ◎ Improve the functionality and utility rate of Defense Logistics Integrated Information System in the quality assurance process.
